Cabarete is not recommended unless you are a real jock.  The water has large swells, the water is deep, they do not rent PFDs, and the water is often crowded.  If you are a jock, and have your water starts, jibes, and use of footstraps down, this is a viable place to windsurf.  However, keep in mind that crime is high, and they are always looking for ways to increase the charge.  Some guidelines, 1) take only travelers checks, 2) always buy insurance when you rent gear, 3) do not stay more than one week unless you know the environment well.

It is not advisable to rent a car and wander the island by yourself, you will never make it back.

Cabarete is situated at 20 North Latitude.  Therefore it doesn't consistently get the trade winds and thus the wind is not good all year round.  Best winds are June and July.
