I am aware of three and possibly 4 launches in Cambridge, all facing NNW
into the Choptank River and all good for W, NW, N and maybe NE wind
directions. 
They are as follows:

1)  Visitor's Center @ Sailwinds Park;

2) Corner of Queen Anne Ave and Bay St;

3) Hambrook's Blvd near Bay St; and possibly

4) Cambridge Yacht Club.

Directions:  Take U.S. 50 East and cross Bay Bridge.  At 301/50 split,
continue on U.S. 50 East towards Ocean City.  33 miles after split,
U.S. 50 crosses a long bridge into Cambridge.  The Visitor's Center
launch is on the right hand side of the bridge upon entering Cambridge. 
The Visitor's Center is clearly visible from the bridge.  The other three
launches are accessed by turning right onto Maryland Ave upon
entering Cambridge.  Stay on Maryland Ave and cross the draw bridge
and then turn right onto Academy, right onto Gay, right to remain
on Gay, and then right onto High Street.  Go to waterfront and take
a left onto Water St.  For the Yacht Club, turn right into Mill St,
otherwise continue heading west.  Water St becomes Hambrooks Blvd. 
You can then turn right on Bay St for the Bay St/Queen Anne Ave
launch or stay on Hambrooks where a sandy launch area will appear
on your right.

Notes:  All of these launches face NNW into about 1.5 miles of river. 
There is a large jetty sticking out into the Choptank to the west
of the launch areas.  All launches have a sandy launch area except
 the Yacht club.  I was told that people launch from the sea wall
on the left on the approach to the Yacht Club.
